I am having almost the same problem here, but mine was unlocked using at&t sim card but when i put the sim card i want to use, it goes back to activation lock and couldn't unlock it. Btw it has MEID.

I have the same problem, it only completes the unlocking when the sim-card of the blocked operator (origin sim card) is inserted, when I put the sim card of another operator it shows: Unlocking SIM... FAIL
