it's in a quarantine, disable first your antivirus, download latest tool,then exclude it in antivirus and firewall.

2. My question is, can I flash stock ROM with locked bootloader and after the process can I unlock it?

1. Redmi note 9 is not supported yet we wait for big update.
2. you can flash stock rom with locked bootloader in redmi 8 below and disable mi cloud tru server
3. Unlocktool is capable of disabling mi in supported models even it has a locked bootloader
